Legal compliance and a complete assessment of long-term health questions are different things. A 2026 paper by Ronald Melnick and Joel Moskowitz argues that today’s RF exposure limits need an independent reassessment.
What the numbers refer to
Using animal data and risk-assessment methods, the authors estimated exposure levels associated with a modeled excess cancer risk of one in 100,000. They reported that the general-public whole-body limit was 15–900 times higher than those estimates, depending on daily exposure duration, and 8–24 times higher than their proposed levels for male reproductive protection.
Do not mix whole-body and local limits
The comparison in the paper concerns the 0.08 W/kg general-public whole-body limit. The 1.6 W/kg localized US phone SAR limit uses a different averaging basis. Dividing a phone’s head SAR by 900 would not reproduce the study’s analysis or give a validated safe-use threshold.
Why the paper matters here
It gives a quantitative basis for questioning whether compliance standards fully address chronic exposure concerns. The figures are the authors’ modeled estimates, not newly adopted FCC limits and not a direct measurement of a particular phone owner’s health risk.
